European parliament considers use of blockchain voting technology

Expert-analytical center of the European parliament published a draft document on the use of Bitcoins and blockchain voting technology.

The author of the document is a researcher of the expert-analytical center Philippe Nicolas Bouchet, who believes that the introduction of the blockchain will demonstrate a confidence in the electoral process, as a control over it will switch from key players to a digital-savvy community.

The main issue is the possibility of using the blockchain technology to make partial or global changes of the existing voting system, including its management of electronic instruments.

ʺMost experts agree with the fact that e-voting requires a revolutionary development of safety systems. The question is: will the blockchain bring a transformational development or step-by-step one and how will it affect the future of democracy,ʺ Philippe Bouchet writes.

The main goal of the published document is a necessity to determine how the voting system can look like based on the blockchain. Bitcoins’ blockchain is assumed to be the most suitable for this purpose.

ʺFrom the one hand, we can develop blockchain voting system again by designing it, so that it will reflect distinctive characteristics of the electoral process and the electorate. But it is much easier and cheaper to found such system on the stable blockchain such as Bitcoins’ one,ʺ the document says.

The authors also mention risks and complications connected with the creation and implementation of such system. Among these are included the need to preserve an anonymity, which is a fundamental principle of democracy, and the need to coordinate the use of the blockchain with the European laws, including the personal data protection law.

We remind that the Australian postal service Australia Post introduced a pilot project of e-voting based on the blockchain technology in late August. The development of the project was started by the postal authority due to the fact that it is in charge of transferring and data accumulation of voting results and, in case of data is lost or falsified, all claims addressed to it.
